Shopify sets shipping rates at checkout. Getting the parcel to the customer is a separate job: picking a courier or aggregator, packing so you aren't charged for air, deciding where COD is allowed, and handling the parcels that come back. Here's how it works, with real numbers to sanity check your own.

Courier rates in India mostly depend on two things: the weight slab, usually in 0.5 kg steps, and the zone. Zones run roughly from within the same city, to the same region, to metro to metro, to the rest of India, with the North-East, J&K and some remote areas charged extra.
The catch is volumetric weight. Couriers charge on whichever is higher, actual weight or the weight worked out from the box size (commonly L × B × H in cm ÷ 5000). A 300 g cushion in a 40 × 30 × 15 cm box is billed as 3.6 kg. Smaller, snug packaging is often the quickest saving available.
In Shopify you set shipping zones and rates under Settings → Shipping and delivery. Keep them simple: free shipping above an order value, a flat fee below it, and a COD fee if you charge one. Complex weight-based rates at checkout tend to confuse buyers more than they save.

For low volumes, a shipping aggregator is usually cheapest and simplest because you get negotiated rates across several couriers without separate contracts. As volume grows, a direct contract with one or two couriers can work out cheaper. For same-city orders, your own riders often beat both.
Mostly by weight slab (often 0.5 kg steps) and zone (same city, same region, metro to metro, rest of India, special areas). You pay on the higher of actual weight and volumetric weight, so packaging size matters as much as the product.
A weight worked out from the box size, commonly length × breadth × height in cm divided by 5000. A light product in a big box gets charged as if it were heavier. Check your courier's divisor, since it can differ.
